Project Background
This study evaluated the Pradhan Mantri Awas Yojana Gramin in rural Gujarat through a large-scale mixed methods approach covering 5,275 beneficiary and 2,301 non beneficiary households across 30 talukas. The research assessed how access to quality housing influences human development, livelihoods and social well being among socio economically weaker sections.
Objective
To analyse the impact of PMAY G on housing quality, basic amenities, women’s empowerment, livelihood outcomes, and community well being, while identifying gaps in implementation and convergence.
Approach
The study used surveys, qualitative interviews and field observations to measure change across key indicators. It examined the effect of convergence with SBM, Jal Jeevan Mission, Saubhagya, Ujjwala Yojana and MGNREGA. Digital governance tools such as AwaasSoft, Awaas App, DBT and geo tagging were evaluated for transparency and efficiency.

- Significant improvement in home ownership, with 63 percent houses in women’s names.
- Better access to sanitation, drinking water, electricity and clean cooking fuel through scheme convergence.

Policy Learning
PMAY G has emerged as a transformative model of inclusive rural development, integrating housing with essential services to create a comprehensive living ecosystem. The programme has advanced gender empowerment, strengthened digital governance and generated a construction led rural economic multiplier. The study highlights the need for faster fund release, updated beneficiary selection processes, stronger quality control and support for landless households
